Is high-speed rail (HSR) about to have a renaissance?

A recent IEEE Spectrum article pointed out that  High-Speed Rail is Finally Coming to the U.S. This has been a long time coming - as other countries have long had high-speed rail, but the US has largely ignored it. Is there a good reason for High-speed rail to have a renaissance? Is it a good idea finally catching on?  Or is this just another attempt to fund an unpopular technology?
