The first workshop on communications at IEEE Communications Society Nanjing Chapter, the workshop on Cognitive Wireless Networks, was held in Institute of Communications Engineering, PLA University of Science and Technology on September 20, 2008.The workshop was sponsored by IEEE Communications Society Nanjing Chapter and was organized by Institute of Communications Engineering, PLA University of Science and Technology. It was held to exchange original researches on Cognitive Wireless Networks around the area, follow the latest development in this field and promote the research and development of Cognitive Wireless Networks.The workshop has received 54 submissions and 42 submissions from them have been accepted and included in the Workshop on Cognitive Wireless Networks Proceedings after a fair review. The proceedings have covered hot topics in Cognitive Wireless Networks and have shown the recent development in research on Cognitive Wireless Networks around the area.The workshop consisted of three phases, i.e., the inauguration, invited keynote speeches and sessions. More that 30 IEEE members from Zhejiang University, Shanghai Jiaotong University, Nanjing University, Southeast University, PLA University of Science and Technology, and other universities and institutes and more than 100 nonmembers interesting in this event have attended the workshop.The inauguration and the invited keynote speeches were held in the Academic Report Centre of the Institute of Communications Engineering at 9:00–12:00 am. Professor Zhang Bangning presided over the inauguration. Professor Zheng Baoyu, the vice Chair of Nanjing Communications Chapter introduced the submission, review and acceptance of the papers. Professor Zhang Yafei, the President of PLA University of Science and Technology delivered the salutatory. Professor Zhang Honggang made a keynote speech on Cognitive Mesh Networks and Professor Wang Jinlong made a keynote speech on Multi-domain Cognition.The four sessions were held at 13:00–16:00 pm in the meeting room of the Academic Report Centre, the meeting room of the Laboratory Building, the 222 meeting room and the 439 meeting room of the Teaching Building respectively. 38 authors presented their papers. The first session was Cognitive Wireless Networks and Resource Allocation, which was chaired by Professor Zhang Zhaoyang, and Professor Wang Yiming. The second session was Spectrum Access in Cognitive Radio, which was chaired by Professor Zheng Baoyu, and Professor Hang Aiping. The third session was Cooperative Cognition in Cognitive Radio, which was chaired by Professor Zhang Honggang, and Professor Xu Pingping. The fourth session was Signal Processing in Cognitive Radio, which was chaired by Professor Feng Guangzeng, and Professor Wu Qihui.At 16:00 – 16:30 pm, the expert committee formed by chairs of the four sessions was guided by Professor Zheng Baoyu to select the best papers.
